The Council called to order by Prest O. Hyde
Prayer by Prest O. Hyde.. Present to  the counsellors
Ge. W. Harris, J Browning, J. G. Bigler, Ira Oviatt, Geo. Coulson,
C. C. pendlton, J. M. Benson.. A. Day pro tem, in Place of W. M. Lane
Z. Coltirn, Jno. Williams,, William Casier, in Place of J. Bigler
Wm Fausett in Place Lyman   Stoddard, and PresO Hyde
filled the place of Prest James Allred.. The minutes read
and accepted.. No business on hand. The clerk spake of the
propriety of making a nomination for president over the High
Priests quorum.. PresO Hyde made some remarks.
relative to it and approbated the course taken by the bishop
and church in making a farm for the poor, also the course
taken to secure this farm for the benefit of the poor and not be
subject to indivicluals that might by run away with it, his remarks
were very prestinant and good.. Counsellor Coulson spake relative
to the manner of leasing improvements, to secure them in the
hands of the bishop. PresHyde moved that brother John Kilban
be ordained a High Counsellor, and confirmed a member of this
Council in the place of Noah S. Bulkley  deceased. Carried.
   Counsellor J. M. Benson spake relative to the Branches turning
out to assist in making the farm, and houses &c. for the poor.
    Prest Hyde spake relative to it, said every good man who understood
it would not stop to know if it was his duty to assist in it, only to
know if it was his privilege,, said he delivered a lecture when at St.
Louis to the gentiles, and after paying rent for the hall and other
expenses he had about thirty dollars for the poor..
   The Bishops report from the Branches was called for but on account of the
bishops absence the report was post-poned two weeks..
   Remarks from bishop J.G. Bigler relative to locating the poor..
    PresHyde spake again on tithing, the farm &c. said they could
raise he[===?hemp]p and tobaceo to good advantage, he wanted some man
of capital to go up there and build a grist and saw mill, he wanted
some men who had means and would be pillars to the settlement.
     No further business being before the Council Prest Hyde spake of
the course of the Council the doings of the church and of some
having danced in opposition the the Counsell gave the reasons
why he wished the dancing restrained this winter and wished
know if the Council thot best to open the door for dancing a little
season, say a month under certain regulations,  considerable  speaking
from numbers of the Counsellors..
     Counsellor Coulson spake of the policy of this people, the making of
settlements north &c followed by PresHyde..
    E. M. Greene moved that each branch shall have, on presenting from by the presidence  and bishop of the branch, signed
by the 1st bishop certifying that the branch have done their
duty in assissting to forward the work of the farms for the poor,
to the 1st President, a permit to recreate themselves in parties,
and dancing &c all parties to be conducted by the president
