congregation and counselor Morley proposed that          Bro Hale do that as it is fresh in his mind
Counselor G. W. Harris proposed that the camp should be
tother and the tithing  be given to the bishops to help the
poor. Pres Morley spoke in regard to the principle of
tithing
said such a principle would have to be gone into
It might be brought before the congregation-- the
wives and families of the volunteers were not
the only poor-- We have other poor-- Counselor G. W.  Harris
proposed that the poor or until our jurisdiction be
to tother to help the poor carried unanimously---
It was proposed that the bishops be notified to meet
at Council Point Sat. Aug 8. at 2 oclock P. M.
Counselor Harris was appointed by a full vote to obtain
a written sanction of Pres. B. Young with regard to
the tithing of the people for the poor  
Motioned and carried tat the minutes of this
meeting be accepted--Council adjourned till
2 oclock  Wednesday P. M. Council point.

      Brethren having considered the foregoing decission
the presidentcy would recommend the distribution of
the poor in the various divisions of the camp so that
one two of three or more who are able, might attend
to the necessities of a family--and this may be done with
less trouble and inconvenience than to attempt to by the
in the present situation of the Church--We there fore
reccommend that a committee be appointed to number
