july 21             A Record of The appointment
                  and transaclions of the Twelve
                 presiding. High Council appointed
               Church of Jesus Christ of Latter day Saints
               Remaing  East of the Misouri River.
                  The said ^Council  to be located near
                Council Bluff_____
                           Copy of the appointment
To all whom it may concern, greeting.
                At a council of the authorities of the Church
of Jesus Christ, held this day at Elder Parley P  Pratts Camp
on Council Bluff, it was unanimously delivered to select
and appoint a council of twelve brethren to take charge
of the saints or that portion of the church who shall tarry to
winter in this region; and to council, order, dictate, manage
and preside over all the affairs of said Church in this place
both temporal and spiritual___
  Where upon, motion, it was unanimously decided,
that the following brethren compose said council,
to wit, Isaac  Morley, G. W Harris, James Alred
Thomas Grover, Phinehas Richards, Heman,
Hyde, Ahdrew H. Perkins, William G. Perkins,
    Henry W. Miller, Daniel Spencer, Jonathan
    H. Hale, and John Murdock____
    We would here by instruct those brethren
      composing said^{the high}council to attend as
      speedily as convenient to locating and
       advising all those saints who will
       terry here, as well as other who may
      here after arrive this season and
